I do not mean it that admin only can send to Facebook and Twitter.

That's all the posts should be sent after the acceptance and publication of the article by an administrator, moderator, or by a user who can publish.
Because as it is now unpulished posts are sent to facebook/twitter - its wrong ;(
The administrator has disabled public write access.
