When using a custom item list (not category), and trying to reorder the items, they do not appear to change at all. Is this a bug? or am I missing something?

Unfortunately it's not on a publicly accessible site. It's within a private lan. Are there any specific things I can try regarding custom ordering? I've selected a "specific items" list. I can drag and drop them to move them around, but it doesn't change the order. I'm trying to use layout 5 or 6.
