how much, time it shall take to get the functionality?

i need , like in my case there shall be around 30-40 articles in a particular catagory:

in homepage i shall call 15 articles: from all category (like 2cars articles + 2 girls articles,ect)
ed: www.maxim.com

after that i be calling all articles in a particular category like all 50 artciles of girls,,

mean 15 artcles when page loads and after that, the user can use the Lode more option to load more articles,like 10 each time..
eg: www.maxim.com/women/models

the above like shall shows all articles in the girls catagory

like wise, i hope you get my point, need the similar stuff as maxim.com

please let me the time frame and best price.

i need there homepage layout..

main customization is Lode more: where i can call 7-15 articles in a responsive way.

i shall be calling the articles manually on the homepage. Through manual option.

as we shall be putting latest articles of each category on the home page.

please tell me time..and payment mode.
